Chemical peels are classified as superficial, medium and deep.  Superficial peels are usually done by aestheticians under a physician’s supervision.  These include lactic acid, glycolic acid, ascorbic acid mixtures with ingredients like resorcinol.  These clean up the outer most layer of the skin, the stratum corneum.  They can be used to remove some superficial faical dyschromia, excess brown spots.  A medium depth peel like a TCA (trichloroacetic acid) and resorcinol; this depth of peel goes into the superficial dermis of the skin and can remove some superficial wrinkles.  It is similar in results to a Portrait® plasma treatment.  The deepest peel is a peel containing phenol and croton oil.  These peels go into the deeper layers of the dermis and can remove deep wrinkles; the results can be similar to the results with a carbon dioxide laser.

Yes and no. A physician very skilled in peels could do a medium depth TCA (tricholoracetic acid) peel, but it can be risky. Healing after a peel (chemical or laser) is from the pilosebaceous units in the skin, the hair follicles and sweat gland units. They are not plentiful on the chest so scarring is a risk. Better ways to treat this area for hyperpigmentation are intense pulsed light (IPL) or Portrait plasma. I use plasma less often here, but it can tighten the skin a bit after a number of treatments.
